Why in news?

  • The Central government on 16th march 2022 informed that 1.75 crore houses have been completed under Pradhan Mantri Awaas Yojana - Gramin (PMAY-G).

About Pradhan Mantri Awaas Yojana- Gramin (PMAY-G):

  • In pursuance to the goal - Housing for all by 2022, the rural housing scheme Indira Awas Yojana has been revamped to Pradhan Mantri Awaas Yojana – Gramin and approved during March 2016.
  • Under the scheme, financial assistance is provided for construction of pucca house to all houseless and households living in dilapidated houses.
  • The scheme would be implemented in rural areas throughout India except Delhi and Chandigarh. The cost of houses would be shared between Centre and States.
  • Ministry Involved: Ministry of Rural development.
  • Target: Construction of 2.95 crore houses with all basic amenities by the year 2024.

Funding Pattern:

  • Under PMAY, the cost of unit assistance is to be shared between Central and State Governments in the ratio 60:40 in plain areas and 90:10 for North Eastern and hilly states.

Features:

  • The minimum size of the house has been increased to 25 sq.mt (from 20sq.mt) with a hygienic cooking space.
  • The unit assistance has been increased from Rs. 70,000 to Rs. 1.20 lakh in plain and from Rs. 75,000 to Rs. 1.30 lakh in hilly states.
  • The assistance for construction of toilets shall be leveraged through convergence with Swachh Bharat Mission-Gramin (SBM-G), MGNREGS or any other dedicated source of funding.
  • Convergence for piped drinking water, electricity connection, LPG gas connection etc. different Government programmers are also to be attempted.

Target Group:

  • Identification of beneficiaries eligible for assistance and their prioritisation to be done using information from Socio Economic and Caste Census (SECC).
  • Then this list is confirmed by the Gram Sabhas, they will make deletion or addition of any household who is left outside parameters of SECC 2011.
  • All the below categories are automatically included under scheme:
    • Kutcha houses having 0, 1, 2 rooms with kutcha roof
    • Households without any shelter
    • Destitute living on the alms
    • Manual scavenger
    • Primitive tribal groups
    • Legally released bounded laborers.

Add ons:

  • The Rural Development Ministry has taken the following initiatives to ensure timely completion of the houses under PMAY-G:
    • Regular review of progress at the level of the Ministry to ensure timely completion of targeted houses.
    • Daily monitoring on various parameters like gaps in sanction of houses, cleaning of PWL of PMAY-G.
    • Timely allocation of targets to the States/UTs and release of adequate funds at the level of the ministry.
    • Promotion of eco-friendly & innovative technologies for house construction.
    • Steps are being taken to increase the coverage of Rural Mason Training (RMT) programme which would increase the availability of trained masons leading to faster construction of quality houses.
